Iran and Russia Hold Constructive Talks on Gas Cooperation
Iran’s ambassador in Moscow and Gazprom’s chief executive discussed implementing a strategic gas-industry memorandum.
Iranian and Russian officials discussed progress in implementing a strategic memorandum on transferring Russian natural gas to Iran. The talks in St. Petersburg reportedly produced positive results, while earlier statements identified an overland route through Azerbaijan, with delivery to Iran at Astara.
MOSCOW — Iran’s ambassador to Russia, Kazem Jalali, met with Gazprom Chief Executive Officer Alexey Miller in St. Petersburg on Wednesday to discuss progress in implementing a strategic memorandum on cooperation in the gas industry, according to Iran’s IRNA news agency.
The meeting was also attended by Saeed Tavakoli, managing director of the National Iranian Gas Company. It followed a series of technical and specialized negotiations between representatives of the two countries’ gas industries. IRNA reported that the talks produced positive results, without providing further details.
Iran’s National Iranian Gas Company and Gazprom signed a bilateral memorandum on the transfer of Russian natural gas to Iran on June 26, 2024. Iran’s oil minister said in May 2025 that the two sides had agreed to transfer a specified volume of gas to Iran.
According to the minister, different routes had been examined and the preferred plan involved transporting the gas overland through Azerbaijan, with Iran receiving the Russian gas in Astara.
In September 2025, Russia’s energy minister and Gazprom’s chief executive visited Tehran, where they met with Iran’s president, oil minister and the head of the National Iranian Gas Company.
Jalali previously described the proposed gas-transfer project as mutually beneficial and said it could contribute to Iran’s development as a regional energy hub.
