Andy Burnham said he was prepared to make unpopular choices, including possible tax rises, to fund an NHS-style social care system in England. He said nothing was off the table, but Labour’s manifesto commitments make major tax changes difficult during the current Parliament. Burnham plans to set out the broad direction of his proposals at the Labour Party conference and put them to the public at the next general election, expected in 2029.
