Distributed Renewable Power as an Energy-Security Strategy
A former securities regulator argues that dispersed solar generation could reduce the vulnerability of Iran’s energy infrastructure to military threats.
A former Iranian securities official says decentralized renewable generation and energy-investment funds could strengthen energy security by making power infrastructure less vulnerable to attack. The report provides no independent technical or financial evidence proving the scale of that protection or the projects’ expected returns.
Verified facts: At the launch of the subscription for units of the Hورسـان solar power project fund on Iran’s Energy Exchange, former Securities and Exchange Organization chairman Shapour Mohammadi said that developing renewable-energy infrastructure could help reduce the vulnerability of power facilities to military threats. He cited the recent offering of units in the 500-megawatt renewable-energy project fund نور, which reportedly spans renewable plants in several provinces, and described the dispersion of solar facilities as a strategic advantage. Mohammadi also said that the Hورسـان project fund is managed by insurance companies and argued that their participation reflects confidence in the project’s returns and risk management. The report further states that Iran’s power substations are predominantly rated at 63 kilovolts, which Mohammadi presented as one reason why renewable plants need to be distributed.
Interpretation: The central argument is that a decentralized network of smaller solar installations may be harder to disrupt than a limited number of large, concentrated power plants. The approach could also support capital formation through energy-market investment funds. However, the security benefit would depend on factors not examined in the report, including the geographic distribution and size of installations, grid interconnections, storage capacity, transmission and substation resilience, and the ability to maintain service after localized damage.
The report attributes repeated threats against energy infrastructure to the United States, but it provides no independent documentation, specific statements, incident data, or technical assessment quantifying the risk. It also does not establish that the cited funds have reached their stated generation capacity, that investors will obtain a particular return, or that dispersed renewable generation alone would prevent significant disruption.
