Dr James Cotton told the Eljamel Inquiry that Dr Sam Eljamel should not have been allowed to continue operating and could have been struck off seven years before his eventual dismissal in 2014. He said a 2012 complaint, alongside earlier concerns, “could and should” have led to earlier action.
