TEHRAN — Iran’s Atomic Energy Organization chief Mohammad Eslami said the International Atomic Energy Agency cannot claim to inspect nuclear sites hit in military attacks until rules and a dedicated inspection protocol are drafted, approved and formally issued. Eslami said Iran is following a parliamentary law requiring the protocol and that inspections of sites not affected by the attacks have continued under safeguards.
